MIGRATION ISSUES

INVITATION LETTER. BEFORE THE ARRIVAL

Foreigncitizens who want to visit Perm State University (PSU) with a different purpose of visit should send the following documents via e-mail:

  1. the completed application form;
     PSU. Application Form.doc 
  2. the scanned copy of the international passport;
  3. the documents of previous education translated into Russian or English languages.

For a study on main educational programs (Bachelor’s Degree, Master’s Degree, PhD) at Perm State University, please send the documents to the selected Faculty or Admission Department, Perm State University (PSU) (international@psu.ru). 

For a study on academic mobility and student exchange programs (one academic term or one academic year) at Perm State University, please send the documents to the Academic Mobility Office (academic_mobility@psu.ru).

For the “Russian as a Foreign Language” Course at PSU, please send the documents to the Preparatory Faculty for Foreign Citizens (umr.poig@gmail.com).
For teaching or research activities, conferences and official visits, please contact the PSU International Department (int_dpt@psu.ru).

The applicant’s passport should be valid at least 18 months since the suggested date of entry to the Russian Federation. A detailed and high-resolution copy of the first two passport pages with a photo in vertical position should be provided.

The PSU Commission considers foreign citizen’s documents within 7-14 days.

After the consideration of documents by the Commission, PSU International Department informs the foreign citizen about the results via e-mail. In case of a positive result, the International Department and Migration Office of Perm Region prepare the official invitation letter for the Russian visa.

The official invitation letter will be sent to a student via email (which is specified in the application form) in PDF format. In order to apply for the Russian visa, the foreign citizen needs to print the official invitation letter, and provide it with his/her passport to the Russian Consulate or Russian Embassy.

Important: The whole procedure of making an invitation usually takes 45 working days. There is no option for making urgent invitations. An invitation letter is not enough to enter the Russian Federation. It is necessary to make the Russian student visa. The status of the Russian student visa is necessary to proceed with further studies in the territory of Russia.

Foreign citizens from Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tadzhikistan, Uzbekistan, South Ossetia, Armenia, Ukraine, Abkhazia can visit the Russian Federation without Russian visas.

VISA ISSUING. BEFORE THE ARRIVAL

After receiving the official invitation letter from the Perm State University and Migration Office of Perm Region, the foreign citizen should prepare the documentation package for applying to the Russian Consulate or Russian Embassy. At the Russian Consulate or Russian Embassy in their home country, the foreign citizen may inquire about the documents exactly required. Below is the list of the basic absolutely necessary documents:

  1. The international passport (original) and the copy of title (main) page;
  2. The official invitation letter (original) from Perm State University (PSU);
  3. The application form (filled in electronically, on the Consulate/Embassy web-platform);
  4. The photograph, sized 3,5×4,5сm (1,4×1.8 inches);
  5. The HIV-negative status certificate; 

With a full documentation package, the foreign citizen can apply to the Russian Consulate or Russian Embassy. After passing an interview, the student should pay for the Russian visa. It takes 14-21 days for the Russian visa to be issued, normally.

Upon the receipt of the Russian visa, the foreign citizen should send a scanned copy of the visa and travel documentation (flight tickets, train tickets, etc.) to PSU.

MIGRATION REGISTRATION. AFTER THE ARRIVAL

Upon his/her arrival to PSU, each foreign citizen should provide all the necessary documents for the migration registration at the Protocol and Migration Services Office, PSU International Department (office 316, building 8, Perm State University, Genkelya Str., Perm 614990, Russian Federation; +7 (342) 239-62-23; migration.office@psu.ru). 

Within 5 days of arrival after entering the Russian Federation, the foreign citizens should apply for a migration registration. For this purpose, a foreign citizen should provide necessary documents to the Protocol and Migration Services Office, no later than 3 days since his/her arrival. Below is the list of the documents required:

  1. The original passport and its full copy (all pages);
  2. The original migration card and its copy. 

After the migration registration procedure, every foreign citizen gets the document of migration registration (registration form). This allows him/her to stay in the Russian Federation during the period indicated, initially 3 months, with an extension up to 1 year.

The purpose of the migration card is to verify that the crossing of the Russian border by a foreign citizen has been legally approved. Without a migration card, a foreign citizen may not stay, study or get legal jobs in the territory of Russian Federation. Foreign citizens are offered a free migration form to fill onboard the plane, train, bus or any passport control zone (airport, railway station, etc.).

SECONDARY MIGRATION REGISTRATION. AFTER THE ARRIVAL

In case the foreign citizen plans to visit (or has already visited, spent a night at) a hostel/hotel, apartment, hospital or other city of the Russian Federation, he/she must immediately inform the Protocol and Migration Services Office, PSU International Department about that. After such visits of foreign citizen to hostel/hotel, apartments, hospital or other cities of Russian Federation the Protocol and Migration Services Office, PSU International Department should immediately (in no longer than 1 day) make a secondary migration registration for the foreign citizen. In case of missing the deadline for the secondary migration registration, the foreign citizen is due to be departing from the Russian Federation immediately.

In order to make a secondary migration registration, the foreign citizen should provide necessary documents to the Protocol and Migration Services Office, in no longer than 1 day after his/her arrival from hostel/hotel, apartment, hospital or other city of the Russian Federation. Below is the list of documents needed:

  1. The original passport and its full copy (all pages);
  2. The original migration card and its copy;
  3. The migration registration form from the hostel/hotel, apartments, hospital or other cities of the Russian Federation and its copy;
  4. The tickets to Perm, documents from the hostel/hotel or hospital (optional).

VISA EXTENDING. ONLY FOR VISA FOREIGN CITIZENS

The primary Russian visa for foreign citizen is for 90 days. For visa extension, the foreign citizen should apply to the Protocol and Migration Services Office, PSU International Department prior to 60 days of his/her visa’s expiration, and provide all the necessary documents for its extension. Below is the list of documents for students:

  1. The original passport and its full copy (all pages);
  2. The original migration card and its copy;
  3. The document of migration registration (registration form) and its copy;
  4. 2 matte photos 3x4cm (1,2×1,5 inches);
  5. The copy of the contract for study or assignment for study by the Ministry of Education and Science of the Russian Federation;
  6. The copy of the order of enrolment (for every academic year) from the Faculty;
  7. RUB 1600 for the state visa fee (or receipt confirmation).

After the visa extension procedure, the foreign citizen obtains the Russian visa for 12 months.

Foreign citizens from Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tadzhikistan, Uzbekistan, South Ossetia, Armenia, Ukraine, Abkhazia can visit the Russian Federation without Russian visas. In that case, please follow the rules from the part «Migration Registration Extending. Only for Non-Visa Foreign Citizens».

In case of missing the deadline for the visa extension, the foreign citizen must departure from the Russian Federation immediately.

EXTENDING MIGRATION REGISTRATION. ONLY FOR NON-VISA FOREIGN CITIZENS

The Primary Migration Registration Form (document of migration registration) for foreign citizen is for 90 days. To extend the migration registration, the foreign citizen should apply to the Protocol and Migration Services Office, PSU International Department 40 days prior to expiration of migration registration, providing all necessary documents. Below is the list of documents for students:

  1. The original passport, plus 2 copies of each passport page;
  2. The original migration card, plus 2 copies;
  3. The document of migration registration (registration form), plus 2 copies;
  4. 2 copies of the Contract for Study or assignment for study by the Ministry of Education and Science of the Russian Federation;
  5. 2 copies of the Order of Enrolment (for every year of education) from the Faculty.

After the Migration Registration Form extending procedure the foreign citizen receives the Migration Registration for 12 months.

In case of missing the deadline for migration registration extension, the foreign citizen should departure from the Russian Federation immediately.

TRANSIT VISA. ONLY FOR VISA FOREIGN CITIZENS

In case of expulsion from Perm State University, the foreign citizen should apply to the Protocol and Migration Services Office, PSU International Department 10 days prior to the departure and provide all necessary documents for the transit Russian visa.

Here is the list of documents:

  1. The original passport, plus a copy of each page of the passport;
  2. The original migration card, and its copy;
  3. The document of migration registration (registration form) and its copy;
  4. 2 matte photos 3×4 cm (1,2×1,5 inches);
  5. The copy of the study contract or study assignment by the Ministry of Education and Science of the Russian Federation;
  6. The copy of the order of enrolment (for every year of education) from the Faculty;
  7. The copy of the of expulsion document from the Faculty;
  8. RUB 1000 for the state visa fee (or receipt confirming the state visa fee payment);
  9. Copies of the departure tickets.

LOST MIGRATION DOCUMENTS

In case of loss of migration documents (passport, migration card, migration registration form), the foreign citizen should immediately inform the Protocol and Migration Services Office, PSU International Department about the case.

HEALTH INSURANCE

According to the Russian migration legislation, foreign citizens should have health insurance to stay, study or work in the Russian Federation. Every foreign citizen of Perm State University should provide the Protocol and Migration Services Office, PSU International Department with a copy of the Russian Federation health insurance, prior to 30 September of each academic year.

VIOLATION OF MIGRATION RULES

The violation of migration rules of entering the Russian Federation, and the regime of staying on the territory of Russian Federation, entails legal liability (up to deportation from the Russian Federation for 5 years).
