guide for International students 2020
Interested in studying at Perm State University (PSU)? We are happy to assist. Please, use the following easy steps to apply:
MAIN PROGRAMS / FACULTIES
Step: * before the arrival; ** after the arrival.
STEP 1: Sending the Documents by E-mail *
Please, send the following documents to the PSU International Department, via e-mail (international@psu.ru):
- the completed application form (with the student’s choice of educational program at PSU)
PSU. Application Form.doc - the scanned copy of your international passport;
- the documents of previous education translated into Russian or English language. The translation should be approved by a professional translator/translation agency.
Your passport should be valid at least 18 months from the suggested date of entry to the Russian Federation. Please, provide a detailed and high-resolution copy of the first two passport pages with a photo in vertical position.
Our requirements for the documents of previous education depend on the exact educational program of your choice:
- Applying for the Bachelor’s Degree Program, please send us a copy of your High School Certificate with the Transcript of Records (the detailed list of your marks).
- Applying for the Master’s Degree Program, please provide us with a copy of your Bachelor’s Degree Diploma with the Transcript of Records.
- Applying for the PhD Program, send us a copy of your Master’s Degree Diploma with the Transcript of Records.
Time terms: the PSU International Department Committee considers international students’ documents within 7-14 days, after the arrival.
STEP 2: Invitation Letter from PSU *
After the consideration of documents, the PSU International Department Committee will inform you about the results via e-mail. In case of positive result, the PSU International Department and the Migration Office of Perm Region prepare the official invitation letter for your Russian student visa.
The official invitation letter will be sent to you via email (int_dpt@psu.ru) in PDF format. In order to apply for the Russian student visa, you will need to print the official invitation letter and provide it with your passport to a Russian Consulate or Russian Embassy.
Time terms and conditions: The whole procedure of making an invitation usually takes 45 working days. There’s no option for making urgent invitations. The invitation letter is not enough to enter the Russian Federation. It is necessary to make the Russian student visa.
Students from Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tadzhikistan, Uzbekistan, South Ossetia, Armenia, Ukraine, Abkhazia can study in the Russian Federation without student visas. If you are a student from the non-visa countries mentioned above, please, follow to STEP 4.
STEP 3: Visa Issues *
After receiving the official invitation letter from the Perm State University (PSU) and Migration Office of Perm Region, please prepare the documents package for applying to the Russian Consulate or Russian Embassy. At the Russian Consulate or Russian Embassy in your home country, the you may inquire about the documents exactly required.
Below is the list of the basic necessary documents:
1. your international passport (original) and the copy of title (main) page;
2. the official invitation letter (original) from Perm State University (PSU);
3. the application form (filled in electronically, on the Consulate/Embassy web-platform);
4. your photograph, sized 3,5×4,5сm (1,4×1.8 inches);
5. your HIV-negative status certificate.
With a full documents package, you can apply to the Russian Consulate or Russian Embassy. After passing an interview, you should pay for the Russian visa.
Time terms: It takes 14-21 days for the Russian visa to be issued, normally.
Upon the receipt of the Russian visa, the foreign citizen should send a scanned copy of the visa and travel documentation (flight tickets, train tickets, etc.) to PSU (international@psu.ru).
STEP 4: Arrival at PSU and Legal Approval of Documents of Previous Education **
Please, pay attention that by your arrival at PSU both your Diploma and Transcript should receive a legal approval. Legalization is the procedure of academic documents approval by the Ministry of International Affairs in your country of graduation, and then by the Russian Consulate. Both of them should put a stamp on the back side of your documents or their copies. The rules may vary, depending upon the requirements by a particular country.
Prior to or during the period of passing entry exams, you should provide a list of the following documents to the PSU Committee for Recognition of Foreign Education or Qualification:
- the application for recognition of educational document
PSU. Application of recognition of educational document.doc - the original document of education (High School Certificate/Diploma of a Degree);
- the copy of document of education (High School Certificate/Diploma of a Degree);
- the translation of your documents of education into Russian language, legally approved (notarized);
- the transcripts of Records of previous education, translated into Russian language and legally approved (notarized);
Please, provide the mentioned set of documents in person, upon your arrival to PSU.
Time terms: the PSU Committee for Recognition of Foreign Education or Qualification considers the documents within 14-30 days.
STEP 5: Arrival at PSU and Passing Exams **
Please mind, that the language of instruction at PSU is Russian. Prior to their studies, before any educational course at any particular PSU faculty, all the international students must pass two exams:
- the Russian as a Foreign Language;
- the leading specialty subject (depends on a selected educational program).

There are admission exams every summer (June-July), before the start of academic year (September). Upon your choice of the educational program, please, provide all the necessary documents to the PSU Admission Department. The Admission Department will inform you about the exact dates of the exams required.
STEP 6: Enrollment **
Upon your successful entry exams entry, you get the PSU student status, commonly followed by a certified degree and diploma. The status of the enrollment (undergraduate) student, allows you to enter the Faculty, Educational Program (Curriculum) and Study Schedule. Upon the fact of enrollment, PSU will be able to provide you with the on-campus accommodation for international students.

STEP 4. Arrival at PSU **
After the arrival to Russian Federation student and Preparatory Faculty for Foreign Citizens conclude the contract for educational program of Russian language as foreign language Upon your successful entry exams entry, you get the student status of Preparatory Faculty for Foreign Citizens of PSU.
The full program (min 1 academic year) includes:
- Russian language (General linguistic course and Russian-language terminology);
- Special subjects in Russian language: Chemistry, Physics, Mathematics, Computer science, Social studies, History of Russia, etc.
Enrolment period for Preparatory Faculty for Foreign Citizens: July-November.
After successful completion of training at the Preparatory Faculty for Foreign Citizens of Perm State University, student get the official Certificate of completion of the preparatory faculty.
Most of the main educational programs (Bachelor Degree, Master Degree and PhD. Programs) at Perm State University are taught in Russian language. When student finish the Russian language course, she/he will have the level of the Russian language proficiency which is sufficient to study at the complete main educational programs of Perm State University.

STUDENT MOBILITY. EXCHANGE PROGRAMS

STEP 1: Sending the Documents by E-mail *
Please, send the following documents to Academic Mobility Office of Perm State University via e-mail (academic_mobility@psu.ru):
- the completed application form (with the student’s choice of educational program at PSU)

- the official Transcript of Records from student’s University;
- the draft of ECTS Learning Agreement (study plan)

Your passport should be valid at least 18 months from the suggested date of entry to the Russian Federation. Please, provide a detailed and high-resolution copy of the first two passport pages with a photo in vertical position.
ECTS Learning Agreement is a very important agreement between three parties (student, sending university and Perm State University) regarding study plan which includes period of education (one term or one year), courses and disciplines, number of credits. Content of ECTS Learning Agreement (study plan) is discussed by the parties before the arrival (during the steps one, two and three). Academic Mobility Office of Perm State University help every international student to confirm study plan before the arrival to Russian Federation. Original ECTS Learning Agreement must be signed and stamp by sending university. International students without the original ECTS Learning Agreement (or with the ECTS Learning Agreement without sign and stamp) are not able to study at Perm State University on academic mobility programs.

After the arrival international student should provide to Academic Mobility Office all necessary documents for education on academic mobility program at Perm State University:
1.the original passport and its copy (all pages);
2.the original migration card and its copy;
3.three photos, sized 3×4 сm;
4.the medical certificate translated into Russian;
5.the ECTS Learning Agreement signed and stamped by sending University;
6.the official Transcript of Records from student’s University.
Original ECTS Learning Agreement must be signed and stamp by sending university. International students without the original ECTS Learning Agreement (or with the ECTS Learning Agreement without sign and stamp) are not able to study at Perm State University on academic mobility programs. Students from the Partners-Universities of PSU [link Academic mobility programs] do not pay tuition fees. Students from other Universities should pay tuition fee that depends on credits on ECTS Learning Agreement.
