PSU Sets on 2021 Records, Raises Money to Support Science

Dr. Sergey Pyankov, Vice-Rector for Research and Innovation, has overviewed the results of 2021 at the Academic Council of Perm State University (PSU). Along with PSU Press Office, we have paid close attention to the international component of his report:

In 2021, and for the first time, a group of PSU researchers from a wide spectrum of disciplines performed as authors for the “Science and Global Challenges of the 21st Century – Science and Technology” by Springer. In total, out of 99 publications 59 belonged to PSU scholars.

The Scientific Publishing Office at PSU helped organize the publication of papers, initiated at the Science and Global Challenges of the 21st Century Forum (autumn 2021); the Office continues providing assistance in writing scientific articles for the University scholars.

For the past year, 237 PSU scholars published their papers in internationally recognized journals; among them, 111 people had their publications quoted by the Web of Science. On the average, the number of articles published at Scopus is 2.6, and 2.8 at the Web of Science.

In 2021, a new Department of Scientific and Innovative Activity had been launched at PSU. For the first months of its activity, the Department concluded 12 contracts worth about RUB 70 million. Among the Department’s divisions, the International Academic Cooperation Office assists grant applications, promotes science diplomacy and contributes to the “Rational Subsoil Use” Perm Scientific and Educational Center.   

“This year, we will keep on building a unified and transparent network – providing informational, instructional and executive support of the scientific activity at PSU. We are doing our best to encourage our faculties and research units to write grant applications, as well as run commercial and contractual activities. The related search algorithms, regulatory support and tangible results should be clear and convenient for those researchers. We see our task at providing most full and complete support on that,”

said Dr. Sergey Pyankov, Vice-Rector for Research and Innovations, PSU.

Summing up the annual financial records, Dr. Pyankov noted that in 2021, PSU received the maximum amount of RUB 720 mln for research activities, which was 60% higher than in 2020. The Photonics NTI Competence Center, the Natural Sciences Institute, and the Faculty of Physics, PSU made the greatest contribution in this progress.

PSU Celebrates International Mother Language Day

PSU experts in history and humanities discussed languages spoken in Russia, comprising its culture and serving its overall diversity.

Of all the languages of Russia, Russian, the most widely spoken language, is the only official language at the national level. There are 35 languages which are considered official languages in various regions of Russia, along with Russian. There are over 100 minority languages spoken in Russia today.

Dr. Nadezhda Borisova, Researcher in Language Policy, and Dean of the Faculty of History and Political Science, Perm State University, spoke about the state of languages in the new edition of the ScienceCast University broadcast.

“The legislation regulating languages exists in almost all national republics within Russia – allowing regional authorities to support the languages of ethnic minorities. In Tatarstan, for instance,  there are conditions exist for learning Mari or Udmurt, besides Russian and Tatar,”

comments Dr. Borisova.

In the broadcast, Dr. Nadezhda Borisova focused on the importance of comprehending native languages along their preservation. Besides most obvious values of such an activity, she also mentioned its contribution to the overall positive national image, as well as the practical use of learning.

Speaking about the improvement of Russian as a state language, Dr. Nadezhda Borisova says, the overall historical background should be taken into consideration – like recent amendments to the Russian Constitution in 2020. At the same time, ethnic minority languages still depend on regional legislation.

 “A language lives as long as it is being used. One should enjoy the opportunity to apply to the court or authorities or be able to read “Harry Potter”, using one’s native language. All this requires dictionaries, textbooks and even keyboards. Supporting language is a timeless job,”

said Dr. Nadezhda Borisova.

International Mother Language Day is a worldwide annual observance held on 21 February to promote awareness of Linguistic diversity and cultural diversity and to promote multilingualism. First announced by UNESCO in 1999, it was formally recognized by the United Nations General Assembly in 2002.

Mother Language Day is part of a broader initiative “to promote the preservation and protection of all languages used by peoples of the world”. The idea to celebrate International Mother Language Day was the initiative of Bangladesh, fighting for recognition of their  Bangla language since 1948.

PSU Improves Links with Indian Partners, Launches New Research Centre

Perm State University (PSU, Perm, Russia) and Woxsen University (Hyderabad, India) are launching a new Centre of Excellence in Digital Economy and Blockchain Technologies.

The agreement, signed in February 2022, stands for at least a two-year period of close research cooperation, within the Centre’s activity. The Faculty of Economics at PSU will be actively involved in growing the Centre.

The research within Digital Economy and Blockchain Technologies, intensified by inter-university cooperation, meets the development of PSU strategy and its vectors of international activity.

“The newly built Centre is really important for us, since international cooperation in up-to-date research has always been a significant element of PSU strategy. So does it acquire to our Faculty’s progress. The activities of the Centre will include both joint research activities of Russian and Indian colleagues, as well as educational events, lectures, workshops, methodology seminars and much more,”

shares Ekaterina Chuchulina, Head of the Project Office for International Cooperation, Faculty of Economics, PSU, officer in charge of the Centre of Excellence in Digital Economy and Blockchain Technologies, PSU.

Based in the city of Hyderabad, state of Telangana, India, Woxsen University is amongst the leading educational institutes in India. The University’s divisions include School of Business, School of Technology, School of Art & Design, School of Liberal Arts and Humanities & School of Architecture and Planning.

“As the educational market is growing rapidly in India, Russian universities step in to respond those queries by Indian applicants and students with quality offers. For Perm State University, cooperation with Indian partners is a new promising space for the implementation of international academic mobility programs, summer school programs, joint English-language educational programs and research projects. The creation of a joint research center with Woxsen University is a step further in this direction,”

Woxsen University’s Centre of Excellence (CoE) acts as a one-stop resource centre for research and development in specialized areas and emerging technology. Besides PSU, Woxsen University had established a CoE in Entrepreneurship & Business Development with HHL Leipzig Graduate School of Management (Germany),  as well as a CoE in Artificial Intelligence & Robotics with Josip Juraj Strossmayer University of Osijek (Croatia).

Besides conducting Research and Development in related fields, both Woxsen and its global partner universities will leverage Woxsen’s CoE to foster relations across countries, between governments, workers, chambers of commerce, academia and the industry, establishing collaborations on various projects in the focused areas. The initiatives will also provide a strong platform for meritorious students and scholars of both the institutions to ideate and facilitate innovative output in the respective fields.

Cooperation of Perm State University with India has been growing due to PSU Faculty of Chemistry, known for its extensive research and teaching activity in Pharmacy. Since 2017 and 2019, the first Indian partners have been Banasthali University and Parul University, correspondingly. Since the second half of 2021, and till today PSU enjoys partnership with Bennett University and Chandigarh University, and now Woxsen University. The international cooperation covers a variety of activities, including academic mobility of students, graduate students, young researchers and teachers.

Fulbright Program Opens Applications for Academic Year 2023-2024

International Department of Perm State University informs about a great academic opportunity: the Fulbright program invites representatives of Russian universities to participate in the competition for the academic year 2023-2024. The following programs are open for competitions:

  • Fulbright Visiting Graduate Student (VGS): Master and Internship course program for graduates and graduate students. The scholarship covers tuition fees for a US master’s degree (up to 2 years of study) or postgraduate research (1 academic year) in the USA (application deadline: 15 May, 2022).
  • Foreign Language Teaching Assistant (FLTA): the program lasts 9 months and involves working as teachers or assistant teachers of the Russian language at a US university, being also enrolled into courses at a local University, including U.S. Studies. (applications are accepted until 1 June, 2022).
  • Fulbright Faculty Development Program (FFDP): 5-month program for university professors with a continuous teaching experience of at least 3 years – providing best practices and theoretical approaches to curriculum development (applications are accepted until 15 June, 2022).
  • Program for Scientists and Artists: applicants with an academic degree no less that than a candidate of sciences or arts are eligible to take part. The Program involves no age restrictions. The Program duration is 3 to 9 months (applications are accepted until 15 July, 2022).

The Fulbright Program is a program of highly competitive, merit-based grants for international educational exchange for students, scholars, teachers, professionals, scientists and artists, founded by United States Senator J. William Fulbright in 1946.

Perm Winter School ’22: Carbon Zero – Join Offline!

The Faculty of Economics, PSU traditionally co-runs the event. The Crypto-Economics and Blockchain Systems Lab was founded at PSU in April 2016. The Lab’s research is aimed at creating math models and apps for blockchain systems and smart, financial calculations in international business, e-voting and election, copyright on digital content, etc.

ADA University, Azerbaijan, Invites for Academic Exchange

Love diplomacy? Enjoy Eastern culture? Looking for academic exchange opportunities?  

ADA University (Azerbaijan Diplomatic Academy) invites PSU students to study under the academic mobility program for the autumn semester of 2022-2023. Students of 2-3 years of bachelor’s and 1st year of master’s degree are invited to participate in the competition.

Programs in English are offered for study. Applicants must provide the following documents:

  1. Copy of foreign passport;
  2. Certificate of study at PSNIU;
  3. Transcript of progress (an extract from the grade book or transcript of records in English);
  4. Certificate of English proficiency (IELTS, TOEFL certificates or teacher’s certificate).

ADA University (ADA), founded in 2006 as Azerbaijan Diplomatic Academy, was transformed into university in 2014.  Its main objective was initially to train experts for a diplomatic career in national foreign affairs. By time, its programs expanded, hence the university status.

Slovenia Invites for 2022/2023 Scholarships

In accordance with the Agreement between the Government of the Russian Federation and the Government of the Republic of Slovenia on cooperation in culture, science and education, the Centre of the Republic of Slovenia for Mobility and European Educational and Training Programmes (CMEPIUS, ) provides students and postgraduates of Russian universities 16 monthly scholarships for the 2022/2023 academic year – the Ministry of Science and Higher Education of the Russian Federation reminds.  

Candidates need to provide documents for both the Russian and Slovenian related bodies.

  • letter of introduction;
  • curriculum vitae;
  • certificate of knowledge of Slovenian or English;
  • an extract from the record book;
  • a copy of the diploma with an insert (if available);
  • a copy of international passport;
  • signed agreement to personal data processing.

For the Slovenian side, the following documents must be submitted:

  • questionnaire;
  • letter of admission;
  • the passport;
  • letter of recommendation;
  • a copy of the diploma or an extract from the student’s record book with a certified translation into English or Slovenian.

First International Pharmacists Graduate PSU

Three students from Iraq, the first international graduates in Pharmacy, have received diplomas from Perm State University (PSU) – marking the start of 2022 with a bright spot in their academic career.

Today, PSU is proud to be the only ‘classical’ university in Russia to teach Pharmacy – besides a greater variety of faculties and courses, both science and arts. Although PSU has had a long tradition of teaching chemistry and medicine back a century ago, after a long break it revised the “Pharmacy” Program in Russian language since 2016, and in English since 2017. The first international graduates in Pharmacy, using the English language fully, will graduate PSU in 2022.

“We are eager to expand the geography of admission of international students for the Pharmacy  program. I believe, the competences gained through the course will be in demand, globally.  The graduates of our Faculty surely have an advantage, as their knowledge and skills are a joint result of a classical fundamental approach meeting modern applied techniques,”

comments Irina Mashevskaya, Dean of the Faculty of Chemistry, PSU.

PSU students in Pharmacy learn to test the pharmacological activity of drugs, study their manufacture, develop strategies for their promotion on the market, and even build pharmaceutical enterprises.

According to our graduate Al-Zeyad Ali (Iraq), he chose the pharmaceutical course at Perm State University intentionally: “My Dad is a biologist and also an analytical chemist. My Mom is a veterinarian. Our family runs our own lab for analysis, so many people advised me to study pharmaceuticals. After my graduation here in Russia, I will spend another study year in Iraq in order to confirm my degree, in my native language. I will definitely work in a pharmacy or in a hospital. If I decide to continue my studies, it will be the veterinary medicine, since I tend to like this particular profession. Overall, I hope to lend a hand to my parents, and thank them for everything they have invested in me throughout my life.”

PSU Exchange Students Participate Olympics Opening in China

First year students of the “Information Systems and Big Data” module, Faculty of Economics, PSU, have attended the Opening Ceremony of the XXIV Winter Olympic Games on 4 February, 2022 in Beijing (China).

Relations the countries in sports and education are part of the Joint Statement of the Russian Federation and the People’s Republic of China on International Relations Entering a New Era and Global Sustainable Development, officially published and approved by both parties.

According to Mikhail Gorodilov, Dean of the Faculty of Economics, PSU, “China has been our strategic partner for many years, and we are always happy to develop bilateral equal and mutually beneficial forms of cooperation.”

“The Faculty of Economics is now successfully implementing undergraduate programs in English,  as well as summer school programs – enjoyed by international students, including 56 Chinese students in 2020-2022. Our partner universities from China have been successfully cooperating with the Faculty of Economics in various directions for many years,”

China is now famous for having organized the Olympics at the highest professional level, overcoming the pandemic and global challenge. PSU Celebrating Russian Science Day: Top 10 Break-Throughs

On 8 February, all Russian universities, higher educational institutions and research schools celebrate the Russian Science Day. Today, Perm State University (PSU) has been paying respect to its bright young students, teaching professors, faculty staff, international fellow scholars and partners from Russia and abroad – with wishes of sound health, creativity, fruitful research and recognition! Here are Top-10 news involving our scholars in 2021 we are proud about:

1. Bio-Control: PSU biologists and geologists in cooperation with scientists from the Far East of Russia have conducted a micro-chemical analysis of the Oncorhynchus keta auditory bones, both of natural and artificial origin. The results will allow to estimate the fish stock in the Amur river, depending on season.

2. Building Software: The Difra Lab software created by PSU physicists and the Photonics NTI Competence Center (Центр компетенций НТИ «Фотоника») has been announced a hi-tech breakthrough of 2021. Incorporating virtual models, the software will reduce the time spent on developing photonic integrated circuits.

3. Understanding Memory: As part of an international research team, Professor Eduard Korkotyan and his assistant Lilia Kushnireva, Faculty of Chemistry, PSU, have been exploring a nano-level structure of memory. This helped to reveal the character of brain dysfunctions, including the Alzheimer’s disease.

4. Overcoming Oil Pollution: PSU researchers have tested a low-cost way to clean up groundwater and soil from oil pollution. Based on industrial test, the new method will allow to perform 80% better cleaning – using the biomass generated by PSU Institute of Natural Sciences.

5. Testing Car Tires: the Faculty of Mechanics and Mathematics, PSU have developed a new way to test materials for car tires – collecting and interpreting data on softening and non-linear behavior of the material, including its principal and residual change – and thus, reducing costs for its testing.

6. Estimating Property Value: A group of PSU scientists led by Professor Leonid Yasnitsky have trained a neural network to predict changes in the market value of city apartments – based on interpretation of currency exchange rates, oil prices, housing construction and mortgage lending.

7. Improving Gas and Oil Equipment: the Organic Synthesis Laboratory along with the Department of Physical Chemistry, PSU united efforts to improve the protective compounds in gas and oil industry equipment, reducing the metal corrosion rate by more than 90%.

8. Drawing ‘Naïve’ Maps: Following the popular vision of Russia beyond Moscow city range, PSU scholars have created ‘naïve’ maps – reflecting the overall understanding of the country by Russians themselves, based on citizens’ intuitive approach rather than official facts or figures.

9. Studying Immune Reaction: Mikhail Chirkov from the Faculty of Mechanics and Mathematics, PSU, has developed a math model describing the impact of immunotherapy on the dynamics of immune response – allowing to predict the progress of disease, and choose most appropriate treatment.

10. Creating Kids Health App: Anastasia Gornova, a student in Economics, PSU, has received a grant to create the Kids Health app, which interprets one’s child uploaded data, and generates individual health recommendations – tracing its progress and medical aid needed.

PSU in World Rankings

Followed by many more steps in scientific, research and teaching activities, in 2021, PSU has re-established its competitive status in the Round University Ranking (RUR), Times Higher Education (THE) Ranking and Quacquarelli Symonds (QS) Ranking.  

According to RUR, Perm State University (PSU) has raised up from 481 to 380 place in Humanities. PSU shows most significant progress in “Educational Activity” (248 to 128 place) and “Scientific Activity” (549 to 494 place). On a national level, PSU takes 13th place in Humanities, incl. 9th place in “Education”, and 12th place in “Scientific Activity”.

In Social Sciences, PSU has moved up internationally from 658 to 632 place, demonstrating the growth in “Scientific Activity” (706 to 668 place) and “Financial stability” (363 to 314 place). Staying 35th  nationally, PSU has made a few steps up in “Scientific Activity” (44 to 32 place), and a couple steps down in “Educational Activity” (38 to 42). 

In 2021, PSU has also been ranked 501+ in the 2022 Times Higher Education Emerging Economies University Rankings. According to the world famous Quacquarelli Symonds (QS), PSU is ranked as 32nd in a pull of best Russian universities, and is being included into the list of 1000 best universities, worldwide.
